David Richards, P. Eng.
Mr. Richards is a professional engineer with over twenty years of experience in project management, mechanical design, and program management. His experience base includes a broad range of installations for pipelines, measurement facilities, after coolers, pump/compression stations and small office facilities. His skills set includes exceptional verbal, written, presentation and interpersonal skills, innovative problem solving abilities, decision analysis, team building, scheduling, program optimization, negotiation, contract management, vendor relationships and expectations management.
David Fraser, B. Comm., Regulatory Lead
Mr. Fraser is a senior regulatory affairs consultant backed by over thirty years of government and industry experience. For over 16 years, Mr. Fraser held a senior staff position at the Alberta Energy and Utilities Board. Mr. Fraser has extensive knowledge of the regulatory processes and the interactions of these processes with business planning and project development. Working as a regulatory specialist for Sunstone, Mr. Fraser served as Regulatory Lead in the Joffre Feedstock Pipeline for NOVA Chemicals Corporation, the ACCESS Pipeline Project for ACCESS Pipeline Inc., and for numerous other regulatory assignments for other Sunstone clients, such as Taylor NGL Ltd., Shell Canada, and Penn West Petroleum Ltd.
Gary Hirst, P.Eng., MBA
With more than twenty two years of experience, Mr. Hirst has worked on a wide variety of projects ranging from engineering and construction projects for the Oil & Gas industry to strategy development and implementation in the high tech and not-for-profit sectors. This has resulted in a highly developed set of skills in leadership, team building, facilitation, and project management.
Mr. Hirst has gained over seventeen years experience in project management, leading multi-discipline engineering teams in the design, procurement, construction, and commissioning of pipelines, metering stations, compressor stations, and pump stations with a combined budget of over $500 million. His most recent experience is as Project Cost Controller for the ACCESS pipeline project which included a 350 km dual diluent/bitumen pipeline, pump stations, and a tank terminal. In addition, Gary has developed a suite of new services and a new price model to improve the competitive position of a leading natural gas transmission company.
